help!can't load hex into 18F2525

Hi,everyone,I found the 18F2525 at last,but when i try to load hex code into chip I failed! Are there any precondition? I downloaded the hex file from http://lasertagparts.com/mt5xx.htm (5XX520B11_Full ). I use the programmer to load the hex directly.
The error is "try to write 00 to eeprom 0000,but read FF",I forgot the exact message,but the meaning is same.
Anyone can help me?

Overcomed,there is some problem with my PIC programmer,After update the firmware,have uploaded the code to PIC18F2525.
